[Infrastructures] make install only?

In the tarball you'll find an ./t/isconf script which I use for
testing and demos; it sets up PYTHONPATH to point at ./lib/python, and
uses the isconf -c flag to point at a sample config file. In the
sample config, there's a wildcard rule which set IS_HOME=/tmp/var/is,
which will keep you from scribbling in your real /var.
If you use this script, and only snap things in /tmp or exec things
which affect /tmp, then you should even be able to run isconf as an
ordinary user rather than root. You'll need to do this on two or more
machines on the same subnet to really see what's going on though, and
three or more if you want to play with branching.
