Tcl on Cisco isn't common knowledge among Cisco users?  As far as I
know Tcl as been native on Cisco routers for years and years.  But I
heard that from following Tcl, I know nothing about Cisco routers.

In fact Cisco has funded some Open Source work on the Tcl core.  The
particular one I heard about is cheap interp cloning on the (old) Tcl
8.3.x branch (but only for single-threaded Tcl):
