After I posted about this last week, I found a package which does 
dhcpd.conf and named configuration with a postgres backend and no 
extra baggage. Plus it's got a cool name: Sauron

So far I've run into a couple of buglets (easy to fix, it's clean 
modularized Perl) but it passed the first big hurdle: importing 
our 7100-host dhcpd.conf and then exporting it sucessfully.
