Our procedure is to document changes to "transcripts" in RCS.  So,  
instead of documenting a change to a specific config file, changes to  
clusters of files are documented together.  For example, a change  
that involves adding a new service to a cluster of machines and all  
that entails will get just a few entries in RCS.
