In python, the string '<broadcast>' means INADDR_BROADCAST i.e.
255.255.255.255.  (This was more foolproof than trying to figure out
the local network numbers.  If it turns out that this is somehow
causing blocking on a UDP sendto(), then then I'm going to have to eat
my hat or something.)
