Yes, but you can use the same tools for both the production net and 
the management net as long as you don't change both nets 
simultaneously.  One of them needs to be stable at any given time, 
while you're changing the other one.

Normally, it's going to be the management net that's stable, while 
you change the production net.  On the (hopefully less frequent) 
occasions when you need to change the management net, you need to 
make sure that the production net is stable first.
