Package management tools such as dpkg integrate very well with
the isconf framework. You can use the native OS package tools (i.e.
pkgadd for Solaris, rpm for Redhat, dpkg for Debian) to install packages
from within the isconf makefiles. The makefiles are responsible for
maintaining the order or "history" of the installed packages. On Debian
you probably wouldn't want to use apt with isconf because apt doesn't
maintain strict ordering when installing packages.
